Captain Cosmo, also known as the Deep-sea Tempest, is the master of water and his sea-hardened crew. Seemingly calm and collected, his emotions can surge like a tidal wave. WIth the ability to control water with the force of his will, and his mastery of a whip, few men or beasts can match his unbridled strength. 

Far from home, the Scurvy Sea Dogs led by Captain Cosmo have appeared on Earth by means unknown. They seek the incredible powers of the Citrine Hearts for their own wicked machinations. However, they also seem to cause calamity wherever they go, collecting the materialized fear, pain and hate that their chaos produces. 

To collect negative human emotions Cosmo and his crew have taken over Prima Corp, the most powerful and far reaching corporation in New Haven. Disguised as Oswald C. Prima, Cosmo intends for the bustling city of New Haven to fall into hatred and fear.
